Notwithstanding the rate limitations of La. Rev. Stat. 8:105 and of La. Rev. Stat. 33:2740.1 but otherwise in accordance with La. Rev. Stat. 8:104 and 105, the governing authority of Evangeline Parish may levy an ad valorem tax not in excess of two mills when the proposed tax is approved by a majority of the qualified electors voting on the proposition at an election held for that purpose and conducted in accordance with the Louisiana Election Code.
