- Adult education: means education programs primarily operated for individuals beyond the compulsory school ages and administered by school administrative units. See Maine Revised Statutes Title 20-A Sec. 1
- Agent: means an individual appointed to serve in the capacity of a superintendent. See Maine Revised Statutes Title 20-A Sec. 1
- Allocation year: means the year that subsidy is distributed to school administrative units. See Maine Revised Statutes Title 20-A Sec. 15672
- Alternative education program: means a program in which the primary purpose is to provide at-risk students with curricula and assessment in a setting designed to effectively meet the student's academic, social and relational needs. See Maine Revised Statutes Title 20-A Sec. 1
- Amendment: A proposal to alter the text of a pending bill or other measure by striking out some of it, by inserting new language, or both. Before an amendment becomes part of the measure, thelegislature must agree to it.
- Appeal: A request made after a trial, asking another court (usually the court of appeals) to decide whether the trial was conducted properly. To make such a request is "to appeal" or "to take an appeal." One who appeals is called the appellant.
- Appropriation: The provision of funds, through an annual appropriations act or a permanent law, for federal agencies to make payments out of the Treasury for specified purposes. The formal federal spending process consists of two sequential steps: authorization
- Base year: means the 2nd year prior to the allocation year. See Maine Revised Statutes Title 20-A Sec. 15672
- Budget authority: Authority provided by law to enter into obligations that will result in outlays of Federal funds. Budget authority may be classified by the period of availability (one-year, multiyear, no-year), by the timing of congressional action (current or permanent), or by the manner of determining the amount available (definite or indefinite).
- Bus purchase costs: includes expenditures for bus purchase payments approved by the commissioner and made during the year prior to the allocation year. See Maine Revised Statutes Title 20-A Sec. 15672
- Clerical staff: means full-time equivalent public school secretaries, as documented in the department's database. See Maine Revised Statutes Title 20-A Sec. 15672
- Commissioner: means the Commissioner of Education or the commissioner's designee. See Maine Revised Statutes Title 20-A Sec. 1
- Community school district: means a state-approved unit of school administration composed of more than one municipality or school administrative district which may provide public education for any combination of kindergarten through grade 12. See Maine Revised Statutes Title 20-A Sec. 1
- Contract: A legal written agreement that becomes binding when signed.
- Department: means the Department of Education. See Maine Revised Statutes Title 20-A Sec. 1
- District school committee: means the governing body with statutory powers and duties for a community school district. See Maine Revised Statutes Title 20-A Sec. 1
- Economically disadvantaged students: means students who are included in the department's count of students who are eligible for free or reduced-price meals or free milk or both. See Maine Revised Statutes Title 20-A Sec. 15672
- Education technician: means a full-time equivalent public teacher aide or education technician I, associate teacher or education technician II or assistant teacher or education technician III but not a special education technician I, II or III, as documented in the department's database. - Elementary free or reduced-price meals percentage: means the percentage, as determined by the commissioner, that reflects either:

See Maine Revised Statutes Title 20-A Sec. 15672 Elementary school: means that portion of a school that provides instruction in any combination of kindergarten through grade 8. See Maine Revised Statutes Title 20-A Sec. 1 Elementary school level: means the grades from public preschool programs to grade 5. See Maine Revised Statutes Title 20-A Sec. 15672 English learner: means a student who has a primary or home language other than English, as determined by a language use survey developed by the department; who is not yet proficient in English, as determined by a state-approved English language proficiency assessment; and who satisfies the definition of an English learner under the federal Elementary and Secondary Education Act of 1965, as amended, 20 United States Code, Chapter 70. See Maine Revised Statutes Title 20-A Sec. 15672 EPS per-pupil rate: means the rate calculated under section 15676 or 15676?A, as applicable. See Maine Revised Statutes Title 20-A Sec. 15672 Equitable: Pertaining to civil suits in "equity" rather than in "law." In English legal history, the courts of "law" could order the payment of damages and could afford no other remedy. See damages. A separate court of "equity" could order someone to do something or to cease to do something. See, e.g., injunction. In American jurisprudence, the federal courts have both legal and equitable power, but the distinction is still an important one. For example, a trial by jury is normally available in "law" cases but not in "equity" cases. Source: U.S. Courts Essential programs and services: means those educational resources that are identified in this chapter that enable all students to meet the standards in the 8 content standard subject areas and goals of the system of learning results established in chapter 222. See Maine Revised Statutes Title 20-A Sec. 15672 Evidence: Information presented in testimony or in documents that is used to persuade the fact finder (judge or jury) to decide the case for one side or the other. Fiscal year: The fiscal year is the accounting period for the government. For the federal government, this begins on October 1 and ends on September 30. The fiscal year is designated by the calendar year in which it ends; for example, fiscal year 2006 begins on October 1, 2005 and ends on September 30, 2006. Gifted and talented costs: means the cost of programs for gifted and talented students that have been approved by the commissioner. See Maine Revised Statutes Title 20-A Sec. 15672 Guidance staff: means full-time equivalent public guidance counselors, directors of guidance or school social workers, as documented in the department's database. See Maine Revised Statutes Title 1 Sec. 72 Institutional resident: means a person between 5 years of age and 20 years of age who is attending a public school of the school administrative unit and who is committed or otherwise legally admitted to and residing at a state-operated institution. Librarian: means a full-time equivalent public librarian or media specialist, as documented in the department's database.
