County: means a county of the State or Baltimore City. See
state: means :

(1) a state, possession, territory, or commonwealth of the United States; or

(2) the District of Columbia. See

(a) There is a Board of License Commissioners for Garrett County.

(b) The Board is a State unit that:

(1) administers this title; and

(2) may issue, deny, revoke, or suspend licenses within the limits set out under this article.
