state: means :

(1) a state, possession, territory, or commonwealth of the United States; or

(2) the District of Columbia. See

The provisions in this subtitle apply to:

(1) all banks, credit unions, and other entities operating as depository institutions in the State; and

(2) insurance companies and insurance producers operating in the State.
