state: means :

(1) a state, possession, territory, or commonwealth of the United States; or

(2) the District of Columbia. See

(a) Each year, an independent auditor approved by the State shall audit the books and records of the Trust.

(b) At its discretion, the State may audit the books and records of the Trust.
