- Appropriation: The provision of funds, through an annual appropriations act or a permanent law, for federal agencies to make payments out of the Treasury for specified purposes. The formal federal spending process consists of two sequential steps: authorization

(1) a state, possession, territory, or commonwealth of the United States; or
(2) the District of Columbia. See
(a) For fiscal years 2020 through 2023, each year the Governor shall include in the annual budget bill an appropriation of $360,000 for Baltimore City to be used by the Baltimore City State‘s Attorney’s Office for the relocation of victims and witnesses of crime.
(b) The funds required to be included in the annual budget bill under subsection (a) of this section shall be used solely to supplement, and not supplant, funds otherwise available for the relocation of victims and witnesses of crime in Baltimore City.
