state: means :

(1) a state, possession, territory, or commonwealth of the United States; or

(2) the District of Columbia. See

(a) There is a Department of Service and Civic Innovation, established as a principal department of the State government.

(b) The purpose of the Department is to promote service and volunteerism in the State.
