state: means :

(1) a state, possession, territory, or commonwealth of the United States; or

(2) the District of Columbia. See

(a) There is a Secretary of State, as provided in Article II, § 22 of the Maryland Constitution.

(b) The Secretary of State is in the Executive Department.
