state: means :

(1) a state, possession, territory, or commonwealth of the United States; or

(2) the District of Columbia. See

On demand, the holder of a federal airman’s certificate of competency shall present the certificate for inspection to:

(1) Any authorized representative of the Administration; or

(2) Any State or local police officer.
