state: means :

(1) a state, possession, territory, or commonwealth of the United States; or

(2) the District of Columbia. See

The Administration and all police officers shall enforce and assist in the enforcement of:

(1) This title and the rules, regulations, and orders adopted under it; and

(2) All other aeronautics laws of this State.
