Terms Used In Maryland Code, TRANSPORTATION 7-706

state: means :

(1) a state, possession, territory, or commonwealth of the United States; or

(2) the District of Columbia. See

This title is necessary for the welfare of this State and its inhabitants and, except for § 7-705 of this subtitle, shall be liberally construed to accomplish its purposes.
