Section 184B. No blood bank, so-called, shall be established and maintained in the commonwealth except by a hospital licensed by the department under the provisions of section fifty-one. The American Red Cross, the Center for Blood Research, Inc., federal hospitals, and hospitals operated by the department of public health may establish and maintain a blood bank, provided that such blood bank is approved by the commissioner and the public health council as meeting all applicable regulations developed under the authority of this chapter.
Any violation of this section shall be punished by a fine of not more than five hundred dollars or the revocation of the right to establish and maintain a blood bank, or both.
