Section 3A. There shall be a board of trustees, to be known as the board of trustees of the Massachusetts hospital school, serving in the department and consisting of five persons. The governor, with the advice and consent of the council, shall annually appoint a member of the board, who shall serve for five years beginning on the first Monday in December in the year of his appointment and until his successor is qualified.
