Section 12. Any registered physician or surgeon who knows or has reason to believe that any person is infected with a venereal disease as defined under section six of chapter one hundred and eleven may disclose such information to any person from whom the infected person has received a promise of marriage or to the parent or guardian of such person if a minor. Such information given in good faith by a registered physician or surgeon shall not constitute a slander or libel.
