Section 10. Aid hereunder shall not be subject to trustee process and no assignment thereof shall be valid. No applicant for aid hereunder, who knowingly makes any false statement, or seeks to perpetrate any fraud or deception, in or relative to his application for such aid, shall be granted any aid hereunder upon such application.
