Section 46F. Upon payment of a fee to be determined annually by the commissioner of administration under the provision of section three B of chapter seven, the state secretary shall issue a certificate in such form as he shall prescribe, evidencing the filing in the office of the state secretary of any articles of amendment pursuant to section forty-six A, or of any articles of consolidation pursuant to section forty-six B or section forty-six D.
