Section 79. The superior court shall have jurisdiction in equity to enforce compliance with sections sixty-five to eighty-two, inclusive, and with the orders and agreements made thereunder. The supreme judicial court shall have jurisdiction in equity to review, modify, amend or annul any order of the department of highways or the department of telecommunications and energy made under authority of said sections, but only to the extent of the unlawfulness of such order.
