Section 127A. The department of telecommunications and energy may exempt any railroad corporation or other person operating a railroad from compliance with any or all of the provisions of sections one hundred and twenty to one hundred and twenty-five, inclusive, as to any drawbridge upon its line which has not been opened for a period of five years or more.
