Section 163. Every railroad corporation shall equip each of the trains and cars owned or operated by it, for use in case of accident and for safety purposes, with such tools and devices as the department shall order in writing. Said tools and devices shall be kept in a place which shall be so marked as to be easily visible to all passengers. A corporation which violates the provisions of this section shall forfeit five hundred dollars.
