Section 91. At the time of awarding damages to landowners under chapter seventy-nine, the county commissioners shall in addition thereto order the corporation to construct and maintain such embankments, culverts, walls, fences or other structures as they judge reasonable for the security and benefit of such owners, and shall prescribe the time and manner of making or repairing them, and it shall not be competent for a jury to reverse such order.
