Section 20. Every person engaged in the business of transmitting communications by telegraph in the commonwealth and charging tolls therefor, shall cause to appear plainly upon the addressee’s copy of every telegram originating at and destined for a point within the commonwealth, the hour and minute of the day on which it was filed for transmission and the hour and minute of the day of its receipt at its destination, and no charge shall be made for or on account of the additional matter required by this section. Violation of any provision of this section shall be punished by a fine of not more than one hundred dollars for every telegram in respect to which the violation occurs.
