Section 139. Subject to conditions and limitations as promulgated in regulations by the commander-in-chief, the national guard may use all appropriate means necessary to protect assets vital to national security classified as such according to rules, regulations or instructions promulgated by the United States Department of Defense or the military departments of the United States Department of Defense or as otherwise ordered by the commander-in-chief.
