Section 67. The selectmen of two or more towns may unitedly, subject to the approval of the department of highways, appoint and fix the compensation of a superintendent of streets who shall exercise the same powers and duties and be otherwise subject to the same provisions of law as if appointed in each of such towns. His compensation shall be paid by said towns in such proportions as the selectmen may unitedly determine.
