Section 98B. In every city or town which has a population of forty thousand or more and which accepts the provisions of this section there shall be at all times a minimum of one police officer on foot patrol for every ten thousand inhabitants or major portion thereof.
”On foot patrol”, as used in this section, shall mean an assignment to patrol a certain area on foot.
