Section 15OOOOO. The governor shall annually issue a proclamation setting aside the fourth Saturday of September as Eunice Kennedy Shriver Day, recommending its observance by the public in honoring the contributions of Eunice Kennedy Shriver on behalf of all disabled individuals, including her creation of the Special Olympics, through which she created a welcoming atmosphere where individual differences were celebrated, human dignity respected and spirits challenged among the citizens of the commonwealth and the world and recommending that said day be observed in an appropriate manner by the people.
