Section 75. Notwithstanding any general or special law to the contrary, the department shall not enter into, renew or renegotiate any contract providing for fuel services on service stations on the turnpike without the contract requiring the fuel provider to provide for the consumption of alternative fuel, as defined in section 1 of chapter 90.
