Section 4K. There shall be in the executive office for administration and finance a municipal personnel advisory board. The municipal personnel advisory board shall consist of five members one of whom shall be a member of the Massachusetts Mayors’ Association and who shall be a mayor; one of whom shall be a member of the Massachusetts Selectmen’s Association and who shall be a selectman; one of whom shall be a member of the Massachusetts Municipal Management Association and who serves as either a city or town manager; and one of whom shall be a member of the Massachusetts Municipal Personnel Association and who shall be a personnel director or a member of the personnel board or department of a city or town. Each of the said board members shall be elected by the association of which he is a member. The fifth member of the board shall be a representative of the Massachusetts League of Cities and Towns. Excepting the representative of the Massachusetts League of Cities and Towns, should any of the said board members cease to serve in the office to which he was elected or appointed, a replacement shall be chosen in the same manner. The board may elect one member to serve as chairman and may hold such meetings as it deems necessary. The personnel administrator shall consult with the board on the promulgation of rules and regulations and on the administration of the merit system established under chapter thirty-one and chapter thirty-one A insofar as they relate to the cities and towns. The members of the board shall receive no compensation nor shall they be reimbursed for any expenses incurred in the performance of their duties.
