Section 117K. When the commissioner learns of any violation of any of the provisions of sections one hundred and seventeen G to one hundred and seventeen J, inclusive, he may cause notice thereof, together with a copy of his findings, to be given to the person or persons concerned. Persons so notified may be given a hearing under rules and regulations prescribed by the commissioner. Notice of such hearing shall specify the date, hour and place thereof.
