- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. The license appeals board created under section 322 and 423 of Act No. 300 of the Public Acts of 1949, as amended, being section 257.322 and 257.323 of the Compiled Laws of 1948, is transferred by a type I transfer to the department of state.
