- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. In recognition of the outstanding service provided to this state by former State Attorney General Frank J. Kelley during the course of his service from December 28, 1961 to December 31, 1998, the pedestrian walkway running east to west connecting the Michigan State Capitol Building with the Michigan Hall of Justice, in Lansing, Michigan, is designated as the Frank J. Kelley Walkway.
