- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. (1) This state, including all branches, departments, offices, boards, commissions, authorities, or other agencies of this state, shall not purchase a flag of the United States or a state flag of Michigan for display upon a building or property owned, or entirely leased, or operated by this state, including all branches, departments, offices, boards, commissions, authorities, or other agencies of this state, unless the flag was manufactured in the United States or a territory of the United States.
(2) This state, including all branches, departments, offices, boards, commissions, authorities, or other agencies of this state, shall not purchase a flag of the United States or state flag of Michigan for resale unless the flag was manufactured in the United States or a territory of the United States.
(3) This section does not apply to local units of government.
