- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. The authorization provided in section 1 does not include authorization for any expenditures in excess of funds obtainable from the federal government for the purpose provided in section 1 and funds obtainable from non-governmental sources for this purpose and such other funds as may hereafter be appropriated by the state legislature and expressly designated for such purpose, and provided that the acceptance of such funds does not obligate the state to continue those programs after the federal and other funds are no longer available, and that such federal and other funds shall be allotted for expenditure only after approval by the state budget director.
