In the making of appropriations required under the provisions of section 38 and 39, the appropriations by the legislature meeting employer’s contributions covering employees, to the extent of compensation, now or hereafter paid from the general fund, and any other special fund, shall be made from the fund or funds in such amounts as the legislature determines.
