  • Guardian: A person legally empowered and charged with the duty of taking care of and managing the property of another person who because of age, intellect, or health, is incapable of managing his (her) own affairs.
  • state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. See Michigan Laws 8.3o
    (1) From the state school aid fund money appropriated in section 11, there is allocated $6,000,000.00 for 2023-2024 only to districts and intermediate districts for the purchase and implementation of tools that provide a common way of identifying and collecting early behaviors that could require intervention to prevent abuse, self-harm, or violence in schools. The tools described in this section must be used to inform any behavioral threat assessment and threat assessment teams. As used in this section, “early behaviors that could require intervention to prevent abuse, self-harm, or violence in schools” includes, but is not limited to, any of the following behaviors:
    (a) Changes in attendance.
    (b) Changes in academic performance.
    (c) Changes in emotional response.
    (d) Withdrawal.
    (e) The beginning signs of self-harm.
    (f) Problematic peer interaction.
    (g) Discipline concerns that could result in any of the following outcomes:
    (i) Specific interventions, including mental health or behavioral supports.
    (ii) Academic support.
    (iii) Parent or legal guardian conferences.
    (iv) Discipline referrals.
    (v) Other restorative practices.
    (2) To receive funding under this section, a district or intermediate district must apply in a form and manner prescribed by the department.
    (3) If funding under this section is insufficient to fulfill all funding requests by districts or intermediate districts under this section, the department shall prorate the total funding allocated under this section equally among all qualified applicants.
    (4) Notwithstanding section 17b, the department shall make payments under this section on a schedule determined by the department.
