(1) From the general fund money appropriated in section 11, $100,000.00 is allocated for 2023-2024 only to Heroes Circle to expand programming to aid children with social-emotional learning.

    (2) Notwithstanding section 17b, the department shall make payments under this section on a schedule determined by the department.
