Sections 1 to 20 constitute a new and independent authority for the exercise of the powers granted in those sections. The powers conferred by section 1 to 20 are not affected or limited by any other statute, except as expressly provided in those sections. Sections 1 to 20 create a full and complete additional and alternate method for the exercise of the powers conferred in those sections.
