- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. The state administrative board is hereby authorized to discharge liens, mortgages and other claims of interest in land on record in favor of the state of Michigan, or any of its departments, boards, commissions, institutions or agencies, in which the state has no interest, and which are not authorized by law to be discharged by any other agency of the state. The state administrative board shall determine the interest of the state.
