Minnesota Statutes 115A.918 – Definitions
Subdivision 1.Scope.
The definitions in this section apply to this section and sections 115A.919 to 115A.929.

“Closure” means actions that will prevent, mitigate, or minimize the threat to public health and the environment posed by a closed solid waste disposal facility including application of final cover; grading and seeding of final cover; installation of an adequate monitoring system, if necessary; and construction of groundwater and surface water diversion structures.
Subd. 2a.Equivalent.
For mixed municipal solid waste, the measure of “equivalent” or “equivalent cubic yards of waste” is 3.33 cubic yards per ton of waste.
Subd. 3.Operator.
“Operator” means:
(1) the permittee of a mixed municipal solid waste disposal facility that has an agency permit; or
(2) the person in control of a mixed municipal solid waste disposal facility that does not have an agency permit.
Subd. 4.Postclosure, postclosure care.
“Postclosure” and “postclosure care” mean actions taken for the care, maintenance, and monitoring of a solid waste disposal facility after closure that will prevent, mitigate, or minimize the threat to public health and environment posed by the closed facility.
Subd. 5.Response.
“Response” has the meaning given it in section 115B.02, subdivision 18.
