Minnesota Statutes 16B.298 – Surplus Property

Notwithstanding section 15.054 or 16B.2975, the commissioner may sell a surplus gun used by a state trooper to the trooper who used the gun in the course of employment. The sale price must be the fair market value of the gun, as determined by the commissioner.

Fair market value: The price at which an asset would change hands in a transaction between a willing, informed buyer and a willing, informed seller.
state: extends to and includes the District of Columbia and the several territories. See Minnesota Statutes 645.44
