478.248. The circuit courts of this state by local rule shall adopt a procedure ensuring the availability at all hours and times of a circuit judge or associate circuit judge within the circuit for the purpose of admitting persons to bail with qualified sureties or on their own recognizances in such amounts as may be set by the court or judge during any such hours and times.
