All moneys collected under the provisions of the act of April 1, 1895, entitled “An act providing for the endowment of the state university and for the establishment and endowment of free scholarships of merit therein in each county” and paid prior to the time the act of April 19, 1899, providing for a collateral inheritance tax went into effect, and now in the treasuries of the city of St. Louis, Jackson county and other counties of the state, or in the custody of any public officer, shall be paid to the treasurer of the state university, or if any part thereof is invested in securities, the same shall be delivered to said treasurer.
