  • Heretofore: means any time previous to the day when the statute containing it takes effect. See Missouri Laws 1.020

Provided that nothing in this law shall authorize or permit the collection of tolls on any bridge heretofore made toll-free or on any existing bridge on which tolls are not at present collected.
