The board of trustees of any district corporation incorporated under sections 249.010 to 249.420 shall cause to be kept a well-bound book entitled “Record of Board of Trustees of ______ District”, in which shall be recorded the minutes of all meetings, proceedings, certificates, bonds, contracts and all corporate acts of the board in connection with the operation of such district, which record, or records, shall be a public record and be at all reasonable times open to the inspection of anyone interested.
