The revenue bonds may be issued pursuant to a resolution adopted by the affirmative vote of two-thirds of the members of the department of natural resources after proper authorization has been made by the general assembly through an appropriation authorizing expenditures out of the proceeds of the sale of the bonds which appropriation shall be chargeable to the department of natural resources building fund.
