1. No person shall engage in the activity of parasailing unless there is in the watercraft a person of at least twelve years of age, in addition to the operator, in a position to observe the progress of the person or persons being towed.
2. No person shall engage in the activity of parasailing during the time between sunset and sunrise.

- Operator: the person who operates or has charge of the navigation or use of a vessel. See Missouri Laws 306.010
- Parasailing: the towing of any person equipped with a parachute or kite equipment by any watercraft operating on the waters of this state. See Missouri Laws 306.010
