1. The director of the department of commerce and insurance may issue an order directing any person or entity to cease and desist from engaging in any act or practice in violation of sections 354.700 to 354.723. Within twenty days after service of the order to cease and desist, the respondent may request a hearing on the question of whether acts or practices in violation of sections 354.700 to 354.723, have occurred. Such hearing shall be conducted, and judicial review shall be available, as provided in chapter 536.

2. In the case of noncompliance with a cease and desist order issued pursuant to subsection 1 of this section, the director may institute a proceeding to obtain injunctive or other appropriate relief in the circuit court.
