- Amendment: A proposal to alter the text of a pending bill or other measure by striking out some of it, by inserting new language, or both. Before an amendment becomes part of the measure, thelegislature must agree to it.
- Counterclaim: A claim that a defendant makes against a plaintiff.
- Oversight: Committee review of the activities of a Federal agency or program.
When a pleader fails to set up a counterclaim through oversight, inadvertence, or excusable neglect, or when justice requires he may by leave of court set up the counterclaim by amendment.
