Any officer charged with the disbursement of any public moneys or any evidence of public indebtedness, when informed by affidavit of the violation of any provisions of law by any officer whose account is to be settled, audited or paid by the officer, shall withhold any settlement or payment of the same and cause the officer to be prosecuted.
