Except as otherwise provided in NRS 408.441 to 408.451, inclusive, any person who violates or aids or abets in the violation of any provision of NRS 408.441, or of any rule, regulation, standard, permit or order issued pursuant thereto, shall pay a civil penalty of not more than $25,000 for each day of the violation. A civil penalty imposed pursuant to this section is cumulative and does not abrogate and is in addition to any other remedies and penalties that may exist at law or in equity, including, without limitation, pursuant to NRS 408.441 to 408.451, inclusive.
