‘Responsible parent’ means the natural or adoptive parent of a dependent child, or any person who is responsible for the support of a dependent child by law, contract or order of a court of competent jurisdiction.

- Contract: A legal written agreement that becomes binding when signed.
- Dependent: A person dependent for support upon another.
- Jurisdiction: (1) The legal authority of a court to hear and decide a case. Concurrent jurisdiction exists when two courts have simultaneous responsibility for the same case. (2) The geographic area over which the court has authority to decide cases.
